Some believe this first salutation is to an elected or chosen lady but to other it has been traditionally a metaphor for the church. John is the elder pointed by Christ writing newer Church ministers. The children would be congregants of the local congregation. After all the Church is supposed to be the Bride of Christ providing care for the people who gather in his name.
This why he "rejoiced greatly that I found of thy children walking in truth, as we have received a commandment from the Father." in verse for emphasize the love for one another as the foundation of the commandments in verses 5 and 6.
Verse 7 speaks of those who "who confess not that Jesus Christ is come in the flesh" are not doubting that Jesus came in the flesh but that he was not the Christ, the anointed king of Judea and therefor of Israel and the kingdom of God.
By verse 9 he marks anyone and any Church who "abideth not in the doctrine of Christ" should be seen as separate from the Church and the body of Christ. Many modern Churches try to exclude some of the doctrines of Jesus saying He was speaking before the resurrection. Even Paul "preached Christ first" so that when he said we and us he was writing to people who had already repented and were walking in the ways of Christ.
By versus 10 an 11 it should be clear but the context of this letter that he is not talking about a lady with children but the churches and congregations who ought to be walking according to the doctrines of Jesus.
And then he signs off with the encouragement that The children/congregants of thy elect sister Church are aware and care about you.
The roll of the minister was to care about others in the network of churches and congregations as they did when they served their congregation.
While most of the early Church met in homes they were not isolated home Churches. Since the organized in intimate groups of Tens networked together by ministers chosen from the bottom they formed a body of peculiar people through free assemblies which was able to implement a daily ministration on both local and international levels.

6 And this is love, that we walk after his commandments. This is the commandment, That, as ye have heard from the beginning, ye should walk in it.

7 For many deceivers are entered into the world, who confess not that Jesus Christ is come in the flesh. This is a deceiver and an antichrist.

8 Look to yourselves, that we lose not those things which we have wrought, but that we receive a full reward.

9 Whosoever transgresseth, and abideth not in the doctrine of Christ, hath not God. He that abideth in the doctrine of Christ, he hath both the Father and the Son.

10 If there come any unto you, and bring not this doctrine, receive him not into your house, neither bid him God speed:

11 For he that biddeth him God speed is partaker of his evil deeds.

12 Having many things to write unto you, I would not write with paper and ink: but I trust to come unto you, and speak face to face, that our joy may be full.

13 The children of thy elect sister greet thee. Amen.
