civil government i the result of civil law and civil law is the result of the hearts and minds of the people. There are many forms of civil government but two basic types or approaches to civil government.

All civil governments begin with civil rights. All rights originate with the creator of mankind. We see those rights as endowed by Nature and Nature's God. Rights are either individually held by everyman and passed from generation to generation.[1]

The other type of civil government is formed by the civil powers being in vested in the collective or a ruling body of law makers or even just a dictator or king.

In one the government is supported by free will offerings of the people, usually in a network of small groups.[2]
In the other the government is supported by compelled offerings called tribute or taxes on the use of property or labor provided through taxes.[3]

In the early form of civil society fact and law is determined by a gathering of the peers of a community in the form of Jury to attend to the weightier matters of law.[4]
In less free society men are chosen to judge the law as lawmakers or "Ruling judges".[5]
In the former property rights are held by the individuals within families passed from generation to generation.
In the ladder property rights are but legal and held as One purse.

Da 4:34 And at the end of the days I Nebuchadnezzar lifted up mine eyes unto heaven, and mine understanding returned unto me, and I blessed the most High, and I praised and honoured him that liveth for ever, whose dominion is an everlasting dominion, and his kingdom is from generation to generation:
  2. Le 22:18 Speak unto Aaron, and to his sons, and unto all the children of Israel, and say unto them, Whatsoever he be of the house of Israel, or of the strangers in Israel, that will offer his oblation for all his vows, and for all his freewill offerings, which they will offer unto the LORD for a burnt offering; Le 22:21 And whosoever offereth a sacrifice of peace offerings unto the LORD to accomplish his vow, or a freewill offering in beeves or sheep, it shall be perfect to be accepted; there shall be no blemish therein. Le 22:23 Either a bullock or a lamb that hath any thing superfluous or lacking in his parts, that mayest thou offer for a freewill offering; but for a vow it shall not be accepted. Le 23:38 Beside the sabbaths of the LORD, and beside your gifts, and beside all your vows, and beside all your freewill offerings, which ye give unto the LORD. Nu 15:3 And will make an offering by fire unto the LORD, a burnt offering, or a sacrifice in performing a vow, or in a freewill offering, or in your solemn feasts, to make a sweet savour unto the LORD, of the herd, or of the flock: Nu 29:39 These things ye shall do unto the LORD in your set feasts, beside your vows, and your freewill offerings, for your burnt offerings, and for your meat offerings, and for your drink offerings, and for your peace offerings.
