Black's Law Dictionary, 5th Ed. page 898,899 defines Minister, a person acting as agent for another in performance of specified duties or orders. A person ordained according to the usages of some church or associate body of Christians for the preaching of the gospel and filling the pastoral office. In England, holder of government office; e.g. Prime Minister. Foreign Minister. An Ambassador, minister, or envoy from a foreign government. International law. An officer appointed by the government of one nation as a mediator or arbitrator between two other nations what are engaged in a controversy, with their consent, with a view to effecting an amicable adjustment of the dispute. A general name given to the diplomatic representatives sent by one state to another, including ambassadors, envoys, and residents. Public law. One of the highest functionaries in the organization of civil government, standing next to the sovereign or executive head, acting as his immediate auxiliary, and being generally charged with the administration of one of the great bureaus or departments of the executive branch of government. In England, otherwise called a "cabinet minister", "secretary of state", or "secretary of a department". See also Ministry. Public minister. A general term comprehending all the higher classes of diplomatic representatives, as ambassadors, envoys, residents, but not including the commercial representatives, such as consuls."

Apostle means a delegate, messenger, one sent forth with orders. A minister, as we read above, is a person acting as agent for another in performance of specified duties or orders. Jesus the Christ is the principal that sends His ministers, His apostles, His ambassadors, His delegates, His messengers forth to carry out His specified duties and orders.

Ministerial. That which is done under the authority of a superior; opposed to judicial. That which involves obedience to instructions, but demands no special discretion, judgment, or skill. Official's duty is "ministerial" when it is absolute, certain and imperative, involving merely execution of a specific duty arising from fixed and designated facts. Black's Law, 5th Ed., page 899.

A minister is a servant. A minister is elected or chosen by people to serve a government function, a specific government office. The Kingdom of God, aka the Kingdom of Heaven, is a government. The Church is defined as "one form of government". A minister is merely an elected and or appointed servant in one form of government.

In The Church, His Church, Jesus the Christ is the principal. The minister is His agent who performs specified duties or orders handed down by the principal.

What are some of these duties specified by the Principal for His Church, which is Jesus the Christ? What follows is short list that is by no way meant to be complete, merely a few examples of the specific duties of a minister of His Church.

"Dress and Keep it" (referring to be good stewards to the creation)

"Feed My sheep."

"Set the captive free."

"Return every man to his family."

"Return every man to his possessions."

Oversee the needs of widows and orphans

Serve and strengthen those that are weak, sick or not whole.

Officiate as a herald of the Kingdom of Heaven on earth.

Protect and preserve and keep all things under the covering of the Messiah.

Appoint new ministers from those chosen by the people and the Father.

Measure the temple of God, and the altar, and them that worship therein.

Reprove, rebuke, exhort, bind and loose by testimony and witness.

Preach, publish, and to serve the people who seek the Kingdom of God at hand.
